Facility Security Officer (FSO)

The FSO/CPSO must be thorough and accurate and possess the ability to lead and manage day-to-day security business operations as a value-added member of the functional support team and maintain a security program that is compliant with the contractual requirements of TENICA's broad customer base. The FSO/CPSO will interface with the Defense Security Service (DSS), Intelligence program offices, as well as the Counterintelligence Community on a regular basis and serve as the primary liaison with management and customers regarding security issues to ensure compliance of applicable government regulations.


The FSO/CPSO will provide onsite support for DoD and actions and serve as a primary Security liaison with US Government, Defense Security Service, Department of Defense (DoD). In addition, the FSO will:

Manage and maintain documentation such as Standard Practice Procedures (SPP) and Emergency Action Plans.

Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.

Develop and implement security documentation including program protection plans and managed access plans.

Supervise daily security activities and enforce government and company security policies.

Implement and maintain security plans, procedures and instructions.

Maintain good working relationships with US Government agencies and company employees.

Investigate security violations and prepare reports specifying preventative actions.

Perform access control responsibilities including managing badges and visit requests for staff.

Provide security content as needed for specific proposals when requested.

Ensures periodic re-investigation all DOD cleared employees.

In-processes and ensures security clearance transfer for all current and new employees.

Maintain Insider Threat program, documents and training for applicable staff members.

Maintains DSS compliance for TS security clearance and all personnel security files.

Read all DD-254ís and prepare appropriate briefings.

Access JPAS & for security pre-screens and resolve security issues for staff.

Prepare and administer all security training for staff and security bulletins.

All coordination with alarm company and response to security alarms to include after-hours.

Prepare, track and monitor classified contracts and DD-254ís.

Will be the primary point of contact for the accreditation and inspection of the cleared facility.

Maintains and provides support in the technical security disciplines of access control systems, intrusion detection systems, lock and key control systems, and surveillance systems.

Develops and maintains comprehensive security Standard Operating Procedures (SOP) outlining security policies and guidance.

Maintains expert level knowledge of the NISPOM, DCIDs, ICDs, and all other applicable sponsor government directives.

Assist with SCIF accreditation to include:

o Completion of required documentation

o SCIF/Closed area accreditation plans

o Emergency Action Plan


Must have expert knowledge of and experience adhering to and ensuring compliance with NISPOM, DCIDs, ICDs, Federal security regulations, and corporate security policies and procedures.

Experience and familiarity with industrial security administration and government databases that include, but are not limited to: Joint Personnel Adjudication System (JPAS), Electronic Facility Clearance database (e-FCL), Electronic Questionnaire for Investigations (e-QIP), and Industrial Secure Facility Database (ISFD), Security Classification Guides and systems utilized by the intelligence community.

Basic knowledge and understanding of the Risk Management Framework (RMF) as it applies to the total security program.

Experience with the classification management process and classification guides associated with DoD to effectively provide support to proposal efforts and programs.

Effectively communicate verbally and in writing to internal and external customers.

Experience leading and conducting internal audits, participating in Government assessments and inspections.

JPAS training certificates within the past year or proof of recent access to JPAS.

Proficiency in the use of Microsoft Word, Excel and PowerPoint.

Must have experience with classified computer systems.

Thorough knowledge of the government clearance process and of the Joint Personnel Adjudication System (JPAS) is required.


  • Bachelor's Degree and 5 years of work experience or equivalent experience
  • Must be a United States citizen and possess a current Top Secret clearance with SCI eligibility
  • DSS FSO certification required.
